PORT ARTHUR, TEXAS - The Motiva Port Arthur Refinery expansion will soon make it the largest refinery in the United States. At a projected crude oil throughput of 600,000 barrels per day, the Refinery will also become one of the largest in the world. Bechtel/Jacobs Joint Venture will be responsible for the engineering, procurement and construction management of this estimated $7 billion expansion project. Winters Instruments is on the approved vendor list that will be submitted by Bechtel/Jacobs.
